Abstract
This short paper analyzes the crisis of Brazilian cooperative federalism during the COVID-19 pandemic, focusing on legal conflicts and the role of the Supreme Federal Court (STF). It explores the tension between the constitutional competencies of the Union, States, and Municipalities, the disarticulation of central coordination, and the STF's role in arbitrating these clashes, notably in Direct Actions of Unconstitutionality (ADIs) 6341 and 6343. The judicialization of health and the legal lessons for the future of the federative pact are addressed, concluding that the pandemic exposed structural fragilities and the need for improving intergovernmental cooperation mechanisms, with law playing a central role in guaranteeing fundamental rights.
